Mr Toyer Jappie is a Professional Associate with the Faculty of Public Law at Nelson Mandela University and Chief Operating Officer at Grace Without Borders, a social enterprise.

As Chief Operating Officer of Grace Without Borders and a member of the Executive Team, Toyer contributes to the fulfilment of the company’s mission, which is to drive change in communities by investing in strategic development projects.  With strong entrepreneurship experience, Toyer leads the company’s finance, evaluation, technology and other business management functions.

An experienced professional with a demonstrated history of working in the maritime industry, Toyer is skilled in Government, Law Enforcement, Risk Assessment and Investigations and holds Diplomas in both Marine Investigation and Government (Investigations).  Content developer and course designer for Maritime Law modules in the Faculty of Marine Engineering.

Previously the National Manager of Prosecutions responsible for the investigation and prosecution of offences under a suite of legislation administered by the Australian Maritime Safety Authority (AMSA) related to maritime safety and the marine environment, Toyer holds a Postgraduate Diploma in Maritime Law in the context of International Trade and an LLM in Maritime Law from the London Metropolitan University where his dissertation focussed on the vexed topic of the criminalisation of international seafarers. 

His experience includes the conduct of International Convention for the Prevention of Pollution from Ships (MARPOL), International Convention for the Safety of Life at Sea (SOLAS), International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) and International Labour Organization Maritime Labour Convention (MLC) compliance and enforcement activity in the maritime domain, possessing a strong capacity for analysis of safety, enforcement and incident data and development of education tools and programs.  

Toyer also designed and delivered the Indonesia Transport Safety Assistance Package (ITSAP) Safety Inspector Training package for the Indonesian Sea and Coastguard (KPLP) in the activity of Maritime Accident Safety Training.  In support of the Secretariat of the Pacific Regional Environment Programme (SPREP) capacity building functions, Toyer also developed and delivered training packages to member countries throughout the South Pacific in shipping environmental compliance and enforcement.

Previously an agent in the Australian Border Force in the fields of waterfront enforcement, Coastwatch and security intelligence & counter-terrorism, his other areas of specialization include compliance and enforcement policy for Local, State and Federal Government, government fraud control investigations, budget/resource management and project management and administration.

The holder of an Australian Commercial Pilot (Aeroplane) Licence with operational aviation experience and numerous endorsements including multi-engine, jet, aerobatic and sport aircraft, Toyer calls both Australia and South Africa home.
